Treatable and preventable deaths are those that may be avoided by timely and effective care or interventions. A lower rate of deaths amenable to healthcare can indicate an improvement in quality of care. The Healthcare Access and Quality Index allows for cross-national comparison of amenable mortality rates. Lower HAQ Index scores indicate high mortality rates for causes amenable to health care, while higher scores indicate lower mortality rates.
